The culture of the LSPD is changing. We are moving away from being a "processing machine" and toward being a "dynamic presence." Our goal is to foster an environment where the public isn't afraid to pull over or talk to us.
Use the following guidelines to adjust your patrol style immediately.
Old Way: Searching every car on a traffic stop to find a reason to jail someone.
New Way: Using a traffic stop as a chance to banter, give a warning, and leave the citizen thinking, "That was actually a cool interaction, woah!"
The Goal: If the person is cooperating and providing a willingness to engage, prioritise Discretion. A ticket or a "stern talking to" often does more for the city’s health than a 15 month jail sentence that kills the fun.
If you see a group "handing out leaflets" (suspicious activity) but they are hosting a party, a car meet, or a social gathering—do not shut it down.
Roll up, windows down, and ask what’s going on. If they invite you in or keep it civil, stay for five minutes. Be the "cool cops" who ensure the party stays safe rather than the "fun police" who end the night.
Cooperative Citizens: If a suspect plays along, doesn’t "take advantage," and treats you with respect, you are authorised (and encouraged) to reduce charges, "overlook" minor infractions, or even let them go with a "don't let me see you doing this again" warning.
Aggressive/Non Co-operative: For those who refuse to engage or actively ruin the experience for others, the book still exists. Use the full weight of the Penal Code only when necessary to protect the safety of the City.
De-escalate: Give people a "way out" of a situation that doesn't involve a cell.
The "Vibe Check": If a scene is getting tense, take a second to check the vibe. Are they trying to start a cool story, or are they just being a nuisance? Support the story.
